Cline v. West Los Angeles College

In April 2022, DRA filed a class action lawsuit on behalf of a community college student and a class of people who use the West Los Angeles College (WLAC) campus and who have disabilities that make it difficult to navigate long distances, on uneven terrain, or on the inclines of the WLAC campus. WLAC is located in Culver City, California on a steep hill, with parking located primarily around the periphery of the campus, away from the classrooms and other student service buildings. Until 2016, WLAC and the Los Angeles Community College District (LACCD) provided on-campus transportation assistance using a golf cart for people with disabilities, which allowed them to safely navigate the campus. In February 2016, WLAC terminated that transportation assistance—this case sought its reinstatement.

A class settlement agreement to resolve the lawsuit was approved by the court in August 2026. Read the Court’s order and read the settlement agreement.

Under the settlement, LACCD and WLAC will provide an on-campus shuttle service at West Los Angeles College. The shuttle is for people who have disabilities that make it difficult to navigate long distances, inclines, or uneven terrain, and who attend or would like to attend on-campus classes or events. The campus has also agreed to post public information about the shuttle service and how to use it, as well as ensure information about the shuttle service is provided to students, employees, and visitors with disabilities that affect their mobility.
